Do I have herpes or chapped lips?
If it was herpes you probably would've develop a bump (cold sore). If no bump is there then it's could be something minor such as you sliced the side of you lip from opening your mouth wide or something. based on these two pictures and your symptoms i would think that it is just chapped lips. If the cracking is very mild and in its early stages, a little petroleum jelly or chapstick can provide some instant relief and help heal it.
If it does not heal it might be herpes after all and i suggest you vist a doctor.
