Yes you can still have kids, herpes doesn't do much to your reproductive system. I have herpes and managed to get pregnant but miscarried for other reasons.
As for passing it while your using the treatment that depends. You shouldn't have intercourse or oral sex while you're treating the break out because your very contagious while you have any signs or symptoms of it.
If you take it regularly in between break outs you can reduce your chances of shedding the virus, meaning spreading it in between break outs and you can reduce the severity and number of break outs you have.
